Dear Sir Charles Eliot,

On receipt of your letter of January 7th., I at once approached the President through Admiral Teal Ting Kan, conveying to him the substance of your representations respecting the University of Hongkong. I wrote again on February 5th. on receiving a similar letter from Sir H. May.

It gives me great pleasure to forward you

copy of Admiral Tsai's reply, from which you will see that the President has decided to send to Hongkong 8 Government students Chihli Province. I am very glad that my representations have had some good effect in dispelling the suspicion entertained by the Central Government towards the political atmosphere of the University, and I shall always be happy to render any assistance I can to further your work, which I regard as a great boon to China.
